Rulings Trivia 1) While this Spirit's LV2 effect is active, you can't activate the effects of Cost 3 Nexus/Magic cards from Hand, even if your Hand is unaffected by opposing effects, as this Spirit's effect is a player-targeting effect. 2) This Spirit's LV2 effect will only affect effects that are activated after it is summoned. Any Nexus/Magic effects with a duration (e.g. During this turn/During this battle) that are activated before this Spirit is summoned/reaches LV2 will resolve as per normal. 3) While this Spirit's LV2 effect is active, you can still activate effects of Cost 3 Nexus cards from Trash or any region that is not on the Field. This Spirit's effect locks only effects of Nexus on the Field. For Magic cards, however, it is locked regardless of where it is casted from. 4) Cost 3 Magics that are placed onto the Field after using and continue to have their effects active while on field are unaffected by this Spirit's effect, as their effects are already resolved.
